SEPTEMBER 06, 2011 UPDATE

Message from Ken Savage:

I trust that the sticker shock was not too bad when you received your water bill today.  Kris has been inundated with calls about the rate increase. Some have said that they were not even aware that a rate increase was coming.  With that in mind, I thought I would take this opportunity to say a few words. I think most of you have been keeping up with, and are in tune with, what the board is doing and why we are doing it, at least I hope so. This note is to address some issues that not everyone seems to be aware of. The base water rate and the cost of the water (per thousand gallons) was established by a formula provided to us by the TCEQ. The reason we did not include any water in the base rate was because, had we done so, the cost of that water would have raised the base rate by another $10.50. We did not think that would be fair to the 20 or so homeowners who are actually using zero water.

The Board of Directors simply did our best, with a lot of thought and several meetings, to come up with a realistic budget for next year. The computer program then gave us the exact charges that had to be used to meet that budget. The only item that was added over the estimated cost was $10.000.00 dollars to begin building a reserve fund to be used for any unexpected expenses, such as equipment failures.

You also, may not be aware of the fact that our homeowners association loaned us $34,900.00 to make the original purchase of the water company back in 2009. That same association has loaned us another $9,000.00 this year to make necessary repairs, that we did not have the money to cover. Repayment of these loans is also part of the complete budget, spread out over several years.

The rate charged will be looked at yearly and, if we generate more revenue than anticipated, the rates will be adjusted downward. Each of us, having paid the membership fee, is a share holder and therefore an owner in the WSC. We are a true non-profit and by law can only recover actual expenses after building up a reasonable emergency fund.

I hope this answers some questions. Our next scheduled board meeting is on Saturday the 24th, at the Firehall, at 8:00 AM. I will send details ASAP. JULY 18, 2011 UPDATE

Message from Ken Savage:

Minutes from the two meetings held in June and the proposed Agenda for the next meeting under the attachments section at the bottom of this page.  The Board will meet again on Saturday the 23rd at the fire hall in Selkirk at 2:00 PM.

Your attendance and participation is welcomed. We have had a busy two weeks. Last Monday we pulled and flow tested the North (small) well. The decision was made to acidize the well which took overnight. A new 5 hp pump was installed at a 40 feet lower elevation than the old one (approximately 253 feet) in the 634 ft. well. We achieved a 20% increase in production. This well had not been serviced for 12 years.The well was flushed for nearly 24 hrs.Tuesday night. We then lost two fuses early Wednesday morning at the South well. We had no water for a few hours because the north well had to be put back in service and we had to go to town for replacement parts for the South well. Joe Zamora, our operator, was on the site within minutes of being called and had both wells back on line by late morning. The main fuse’s (two out of three) at the meter were the bad ones (very old). We now have spares on hand.
 
The last item that needs to be mentioned is the rusty water on Monday afternoon. I bear responsibility for that. The only flush point we have at the South end of CR 243 is a six inch line. Flushing through this size line really aggravates, stirs up the sediment in the lines, and drops the pressure briefly. Joe warned me it would happen. Knowing that the line had not been properly flushed in quite a while, I requested that he do so. We plan to add a two inch flush point at the end of the line as soon as we can. This should alleviate this problem, somewhat. I am sure you all remember this happening in the past. All the water lines really need to be flushed about once a month.

 

JULY 2011 UPDATE

The new tariff (rate sheet) may be downloaded from the attachments section at the bottom of this page.  The difference in the monthly minimum was the result of a $10,000 increase in the budget. The prior budget did not contain any allowance for building up an emergency reserve fund. The Board felt that it was preferable to pay an additional $4.00 a month now, than to find ourselves unable to fund an unexpected expenditure. 

The rates will go into effect on August 1st of this year.  The Membership Fee of $125.00 needs to be remitted along with the (first page only) of the Application (download in the attachments section below) for service before August 1st.  All present and future checks must be made to Selkirk WSC (Water Supply Corporation). Please send a separate check for the Membership Fee.  If you elect to send the fee combined with your regular water bill, please note on the check what it is to be allocated to.  If we receive an unallocated check in excess of the Membership Fee, the first $125.00 dollars will be applied to the Membership Fee.

If this Membership Fee creates a hardship for you, contact Kris Morales at 979-429-7383 and she will set up monthly payments for you for up to six months.

Some of you have already sent in your Membership Fee. If you have already paid it, please fill out and send us back the (first page only) of the Application. This is an important document, please read it carefully, as it contains a lot of pertinent information. The primary purpose of the new application is both to inform you and to give us up to date information. This fee is transferable or refundable should you no longer need your water service.

At the present time we badly need to replace the failed charge pump at the large well and do a full replacement of the pump and related equipment at the small well, at a cost of just under $10,000 dollars.

Your prompt payment of this Membership Fee will enable us to accomplish this much needed repair.
